Joseph D. Harbaugh is Dean Emeritus and Professor of Law at Nova Southeastern University Law Center, where he has been working since 1995.

Harbaugh previously served as dean and professor of law at the University of Richmond; professor of law at the Washington College of Law at American University; visiting professor of law at Georgetown University Law Center; professor of law at Temple University School of Law; associate professor of law and director of the Clinical Education Program at Duke University School of Law; and associate professor of law and director of Legal Clinic at the University of Connecticut School of Law.

Harbaugh also worked as chief counsel of the Pennsylvania Senate Judiciary Committee; the special assistant chief prosecuting attorney for Organized Crime to the Connecticut Circuit Court; chief public defender of the Connecticut Circuit Court; and special assistant to the Honorable William J. Green, Member of Congress (5th District Pa.).

Harbaugh teaches a course on Negotiation in the Graduate Program in Real Property Development.
