UM Law Professor Markus Wagner spoke at the Benjamin N. Cardozo School of Law at Yeshiva University in New York on May 1, 2009, where he presented a paper on “The Second Largest Force: State Responsibility and the Use of Private Military Firms” during a panel titled “Outsourcing and Abdication.” Professor Wagner’s presentation was part of an interdisciplinary symposium titled “Obligation, Delegation and the Sovereign” involving experts from the fields of law, philosophy and literature.
