The American Ground Water Trust held ASR I on September 10, 2001, in Orlando. This program provided exposure for the whole concept of Aquifer Storage Recovery and was a discussion opportunity for “environmental” and “engineering” perspectives of ASR as a water management strategy. ASR II took place on January 7, 2002 in Orlando and included sessions related to the treatment technology available for recharge water. In 2003, ASR III, also held in Orlando, served to provide a technical and policy update across the spectrum of Florida’s ASR issues. This April 15-16 program in Tampa (ASR IV) is taking a different format. The Trust has teamed up with the Florida Department of Environmental Protection (Florida Geological Survey/ Hydrogeology Program) and the Hydrogeology Consortium. The two-day ASR IV program will review the status of current ASR science and technology on day one, and then relate the science to policy and management issues on day two. We hope attendees will be there for both days, but recognizing time and budget constraints, the organizers have framed each day as “stand-alone” to facilitate one day participation.

The Department of Commerce announces a public meeting of the U.S. Coral
Reef Task Force (CRTF) February 24 – 25, 2004, in Washington, DC.
Through the coordinated efforts of its members, including
representatives of 12 federal agencies, the Governors of seven states
and territories, and the leaders of the Freely Associated States, the
Task Force has helped lead U.S. efforts to protect and manage valuable
coral reef ecosystems in the U.S. and internationally.

WHAT:  The 11th biannual meeting of the United States Coral Reef Task
Force will be held in the auditorium of the U.S. Department of Commerce

Since its inception, the Conference has attracted top lawyers, decision makers, and scientists from around the state and beyond to talk about Florida’s most pressing environmental issues. This year’s Conference will continue in that tradition and promises to be an exciting and informative event. The Conference will begin on Thursday, February 19th with an opening reception address by environmental law scholar Oliver Houck at the Florida Museum of Natural History. Mr. Houck was the first ever conference keynote speaker, and he returns to kick off the anniversary weekend with a bang.

Panels begin the morning of Friday, February 20th, at the J. Wayne Reitz Union, covering some of the most pressing environmental issues facing the state in four different areas: Florida’s Waters, Land & Development, Marine & Coastal, and Cutting Edge. In the Florida’s Waters track, panels are scheduled for issues such as the Council of 100 statewide water distribution proposal, Florida’s springs protection, and current Florida water quality issues. Slated for the Land & Development track are panel discussions on code enforcement and population carrying capacities. For the Marine & Coastal track, panels will focus on working waterfronts, ocean governance, and offshore aquaculture. The Cutting Edge track is one of the newer areas of dialogue and will be featuring panels on clean energy, genetically modified foods, and environmental security. Panels continue on Saturday morning with a special plenary on environmental justice and a citizen workshop on constitutional amendments.  Read more

Shaw, Deutsch, Hobson, Diaz-Balart and Government Agency Leaders to Speak at Annual Everglades Coalition Conference The 41-member Everglades Coalition will hold its 19th Annual Conference January 21 to 25, 2004, in Miami Beach, Florida. Hosted by the National Parks Conservation Association, the conference this year will address challenges and solutions for the restoration of the Florida Everglades, as well as other key restoration projects worldwide.

Speakers include U.S. Sen. Bob Graham (D-FL), Chief of the Army Corps of Engineers Lt. Gen. Robert B. Flowers, U.S. Reps. Mario Diaz-Balart, E. Clay Shaw, Jr., senior member of the Florida Delegation, Peter Deutsch, representing Pembroke Pines, and David Hobson, Chairman of the House Appropriations Subcommittee on Energy and Water Development.

The conference sessions begin on Thursday, January 22, with an International Ecosystem Restoration Forum that will address several prominent restoration projects worldwide: Mesopotamian marshes in Iraq, the Pantanal in South America, and the Great Lakes. Read more

An overview of major water management issues affecting land use planning in this area of southeast Florida. Topics will include operation of the C&SF system, Comprehensive Everglades Restoration Plan (CERP), and the Lower East Coast Regional Water Supply Plan. The session
provides background for the associated, but separate, air boat trip into the Everglades.

Conference Theme and Program

The theme of ERF 2003 is the convergence of ocean forces, influences of the land, and human activities and cultures. We consider that our Estuaries are on the Edge: the edge of the continental shelf, the edge of the Pacific Rim, and the edge of degradation. These themes and more will be explored throughout the conference.

The scientific program will feature key estuarine themes such as nutrient cycling, fisheries habitat, non-indigenous species and ecology and management of submerged aquatic vegetation. In addition the attributes and influences on Pacific Rim estuaries, and the powerful influence of coastal and open ocean forces on North American west coast estuaries, will provide the unique flavor of the conference. Native American art and culture will help to set the stage for oral presentations and posters that include unique sessions such as River–Estuary Interactions, Estuarine–Coastal Ocean Exchange and Ecological and Social Values of Estuarine Habitats.

The Florida Department of Environmental Protection has announced a public hearing regarding the proposed consent order for the underground injection control facility at the Miami-Dade South District Wastewater Treatment Facility located at 8950 SW 232nd Street, between SW 87 Ave. and SW 97 Ave., in Miami-Dade County, Florida. The consent order is being entered to
address fluid movement from the injection wells, and other matters associated with the underground injection at the facility. While LEAF has not yet reviewed the new proposed consent order, you can find the prior draft and LEAF's comments on our website at www.leaflaw.org.

A public hearing on the consent order will be held on August 26, 2003 at 10:00 a.m. at the South Dade Regional Library Auditorium, located at 10750 SW 211 St. Miami, Florida 33189.

As concerned citizens who want to protect Florida's drinking water supplies, LEAF needs your help! A "public meeting" should be held when the "public" can attend. Not when it

Central Command at MacDill Air Force Base in Tampa. He is a West Point graduate.

The Florida Bay and Adjacent Marine Systems Science Conference and the Greater Everglades Ecosystem Restoration (G.E.E.R.) Science Conference will, for the first time ever, be held in conjunction to provide a joint forum for the exchange of information among physical, biological and social scientists. The structure and integrity of each event will remain independent as it has in the past, with independent meeting sessions, abstract books and scientific reports.

The world's biggest international water conference began Sunday with international financiers and small-scale project leaders at odds over how to finance water projects for the poor.  Some 10,000 ministers, scientists and international financiers from 165 nations are debating how to halve the number of people without access to water by 2015.  The United Nations has said that the world's water crises can be solved if rich, developed nations devote about $100 billion more than the $80 billion a year currently spent on developing countries.  But in a panel discussion at the forum, Peter Gleick of the Pacific Institute said an extra $10 billion a year -- spread out among a multitude of small projects in Africa, Latin America and Asia -- would suffice.   Read more...

University of Florida’s 9th Annual Public Interest Environmental Conference 
"Florida's Final Frontiers: Saving What's Left,"

The University of Florida College of Law's Environmental and Land Use Law Society in cooperation with the Public Interest Committee of the Environmental and Land Use Law Section of the Florida Bar will be sponsoring "Florida's Final Frontiers:  Saving What's Left," the Ninth Annual Public Interest Environmental Conference, February 27 - March 1, 2003.

This student-run conference brings together diverse interests to take part in panels discussing a multitude of environmental issues. This year's panels will be organized into four sub-theme tracks: Land and Development; Water; Wildlife and Habitat; and Policy and Procedure.  Among the panelists to take part in this year's conference will be many of Florida's top environmental lawyers and scholars as well as representatives of public interest organizations, government agencies, and environmental groups.  CLE credit will be available for attorneys.

The University of Central Florida and the Department of Economics, College of Business Administration invite you to participate in a one-day conference on Economic Incentives and the Sustainability of Florida's Water Supply on Thursday, February 27, 2003 in Orlando, FL.  This is the third in a series of conferences sponsored by UCF to promote awareness and
understanding of water management and planning in Florida.  The objective of this conference is to provide an overview and forum to discuss alternative ways to encourage efficient and sustainable utilization of water resources in Florida.  Issues that will be addressed during the

2003 St. John's River Summit

A strategic planning session to protect, preserve and enhance the St. Johns River

The 2003 St. Johns River Summit will seek legislative support and funding commitments for water quality and water supply initiatives in the upper, middle and lower basins of the river.  The two-day summit will seek to encourage champions of the river to stay the course and to develop comprehensive initiatives to preserve, enhance and protect the river from its headwaters in Indian River and Brevard counties, through the lakes of central Florida, to its mouth at the Atlantic Ocean in Jacksonville. Topics discussed in breakout sessions on Jan. 13 will include trails and greenways, land acquisition, outreach and public education, and funding and public/private partnerships. University of Florida holding 3rd Annual Restoration Update Forum 
Highlighting the Comprehensive Everglades Restoration Plan (CERP)

On December 5th and 6th the University of Florida, South Florida Water Management District, the US Army Corps of Engineers and the Florida Earth Foundation will offer the public its Restoration Update Forum, one of five modules in the Florida Earth Project Series.
Held at the newly built facilities of the Grassy Waters Preserve on North Lake Boulevard, North Palm Beach, Thursday's sessions will bring participants up to date on the science of restoration and the basis for the Comprehensive Everglades Restoration Plan (CERP). On Friday, December 6, the course will go into the details of CERP, with sessions on what has been done in 2002 and what are the goals for 2003. Participants will study the South Florida region's efforts in restoring a national treasure, the Florida Everglades. Read more...

Florida's next attorney general -- Charlie Crist -- will be confronted with critical environmental issues as he takes office, says the current officeholder Richard E. Doran.   The chief issue is the state's water supply, said Doran, recently appointed by Gov. Jeb Bush to fill out Bob Butterworth's unexpired term. Crist was elected on Nov. 5 and will take office in January.  Doran was Thursday's keynote speaker at The Environmental Summit 2002 sponsored by the Florida Coastal School of Law.   Read more...

Independent Scientific Review on the
Everglades and South Florida Ecosystem Programs

Pertinent Legislation:

Section 601(j) of the Water Resources Development Act of 2000 (Public Law106-541) (http://www.evergladesplan.org/the_plan/2lev_legislation.shtml) includes a provision requiring independent scientific review of the Comprehensive Everglades Restoration Plan's (CERP) progress toward achieving the natural system restoration goals.  Specifically subsection (j) this
legislation reads as follows:

   (j).  INDEPENDENT SCIENTIFIC REVIEW. -

   (1) IN GENERAL. - The Secretary [of the Army], the Secretary of the Interior, and the Governor, in consultation with the South Florida Ecosystem Restoration task Force, shall establish an independent scientific review panel convened by a body, such as the National Academy of Sciences, to review the Plan's progress toward achieving the natural system restoration goals on the Plan.

Comprehensive Everglades Restoration Plan
Performance Measures and Adaptive Management

Introduction

The scope, complexity, and significance of the Comprehensive Everglades
Restoration Plan (CERP) (http://www.evergladesplan.org) warrant the
establishment of tools to measure, assess alternative plans, and report
progress towards achieving the CERP objectives.  Performance measures have
been developed by the REstoration COordination and VERification (RECOVER)
(http://www.evergladesplan.org/pm/recover/recover.shtml) team to evaluate
and assess the Comprehensive Everglades Restoration Plan (CERP).  These
performance measures will be used to measure and evaluate the success of
CERP and to demonstrate compliance with all applicable federal and state
laws and regulations, including the Water Resources Development Act of 2000,
Florida Statute 373, the Principles and Guidelines, and federal regulations
specifically guiding implementation of the CERP, including the programmatic

Permitting Coordination Symposium Set for Aug. 14
Free Event Focuses on Environmental Future

Focusing on the environmental future of Southwest Florida, experts plan to convene at the Permitting Coordination Symposium on Aug. 14 at Florida Gulf Coast University.  The workshop, scheduled for 9 a.m. to 4:30 p.m., will examine functional authorities and coordinating responsibilities of various federal, state and local agencies. There is no charge to attend the Symposium. The lessons will provide examples from a variety of geographic scales, ranging from international rivers to irrigation systems and watershed management. 8th Annual Public Interest Environmental Conference to Focus on Industry

The 8th Annual Public Interest Environmental Conference will be held February 14-16, 2002, at
the University of Florida Reitz Union in Gainesville, Florida.  Inspired by the Valentine’s Day
date, the upcoming conference’s title is, “Industry is from Mars, Environmentalists are from
Venus:  Reconciling Our Differences on Earth.”  Hosted by the Fredric G. Levin College of Law’s
Environmental and Land Use Law Society in conjunction with the Public Interest Committee of
the Environmental and Land Use Law Section of the Florida Bar Association, the PIEC brings
together attorneys, students, and citizen-activists to discuss issues of importance concerning the environment.  

In 2002, the conference will be inaugurated on Valentine’s Day with a reception at the Florida
Museum of Natural History.  At the reception there will be a presentation by Dr. David
Guggenheim, Vice President of Conservation Policy at the Ocean Conservancy (formerly the
Center for Marine Conservation).  

The following evening’s banquet will feature keynote speaker Gary S. Guzy of the law firm of
Foley, Hoag & Eliot.  Mr. Guzy works in the firm’s Washington, D.C. office as a member of the
Corporate Social Responsibility Practice Group.

This year's panels will be organized into four sub-theme tracks: tourism, agriculture,
development, and infrastructure.  Some of the panels on the slate include, “Loving Them to
Death?: Regulating Wildlife-Based Tourism in Florida,” “Clam Culture: The Economic and
Environmental Impacts of Florida's Most Successful Aquaculture Industry,” and “Greening the
Built Environment: Principles, Practices and Programs for Green Building..”  Among the many
panelists to take part in this year's conference will be attorneys from several of Florida's top
environmental law firms, scholars, and representatives of public interest organizations,
governmental agencies, private companies and environmental groups.  For lawyers attending
the conference, CLE credit will be available.  A special post-conference canoe trip on the
Ocklawaha River with Adventure Outpost’s Lars Andersen is also being offered on Sunday,
February 17.

The Everglades Restoration Framework: Birds and Bunnies Meet Laws and Statutes
