NOTICE OF AVAILABILITY OF PROPOSED TOTAL MAXIMUM DAILY LOADS FOR
WATERS AND POLLUTANTS INCLUDED ON THE FLORIDA SECTION 303(d) LIST

The U.S. Environmental Protection Agency (EPA) has developed proposed total maximum daily loads (TMDLs) for numerous water quality limited segments located in the Indian River Lagoon Basin, of the State of Florida, which are identified on the State of Florida's 1998 Section 303(d) list.

The proposed TMDLs have been developed in accordance with Section 303(d)(1)(C) of the Clean Water Act (Act), 33 U.S.C. Section 1313(d)(1)(C), and with the federal regulations at 40 C.F.R. Section 130.7(c)(1).

   The Department announces that a public meeting will be held on June 25 at
   its Jacksonville district office to discuss the revised draft verified list of
   impaired waters for the Lower St. Johns River. The revised draft verified list is
   available for public review (see separate notice) and will be provided upon
   request to interested parties by mail or via e-mail distribution. Details about
   the meeting and the public comment period are provided in the notice and
   the draft agenda.



Persons wishing to offer comments on any aspect of these proposals or to offer new data or information regarding the proposed TMDLs may submit the same in writing no later than August 29, 2003, to the U.S. Environmental Protection Agency, Region 4, Water Management Division, 61 Forsyth Street, S.W., Atlanta, Georgia 30303, ATTENTION: Ms. Sibyl Cole, Standards, Monitoring, and TMDL Branch. EPA will hold a public meeting on the Indian River Lagoon TMDL on July 31, 2003, at the St. Johns River Water Management District's Palm Bay Service Office in Palm Bay, Florida at 6:00 PM. The St. Johns River Water Management District's Palm Bay Service Office is located at 525 Community College Pkwy SE., in Palm Bay, FL. A public notice concerning the availability of the proposed TMDLs and the proposed TMDLs can be obtained through the Internet. Region 4 Total Maximum Daily Load (TMDL) Program

The Standards, Monitoring, and TMDL Branch is responsible for managing the Clean Water Act (CWA), Total Maximum Daily Load (TMDL) Program in EPA Region 4. TMDLs, an important step in the restoration of impaired waterbodies, determine the maximum amount of a pollutant a waterbody can receive, and still meet water quality standards. States are required to develop a list of impaired waterbodies (the 303d list), and develop TMDLs for these impaired waters where appropriate.

The EPA TMDL Program has the responsibility to review and approve, or disapprove, the states' 303(d) lists, and review and approve or disapprove state-submitted TMDLs. EPA also develops TMDLs for impaired waters, and provides technical and financial assistance to Region 4 states in carrying out the various elements of the TMDL Program.

This site provides information about the Regional TMDL Program with links to the National Program and the eight Region 4 states. Information is available on TMDLs that have been proposed and finalized by EPA and the states, and Region 4 staff contacts.
