U.S. ARMY CORPS OF ENGINEERS RECOMMENDS PLAN FOR 8.5 SQUARE MILE AREA
JACKSONVILLE, Fla. The Army Corps of Engineers has recommended a plan to
provide flood mitigation for the 8.5 Square Mile Area (SMA) while allowing
the majority of the area's residents to remain in their homes. The
Federally-recommended plan calls for restoring the western 8.5 SMA while
relocating approximately 35 home-owning residents and their families and
about 20 tenant families. There is a total of about 514 homes in the area.
The Recommended Plan will consist of the Corps constructing perimeter and
interior levees, a seepage canal and a pump station. The plan recommended by
the Corps is Alternative 6D with conditions. It is one of nine alternatives
and two variations examined in the Draft General Reevaluation
Report/Supplemental Environmental Impact Statement (GRR/SEIS).
The project for the 8.5 SMA is an integral part of the Modified Water
Deliveries (MWD) to Everglades National Park (ENP) Project. It is
significant because portions of the MWD Project have been implemented, but
benefits from the project cannot be fully realized until the part for the
8.5 SMA is completed.

Cheney Pick Means
Double Trouble for the Environment
WASHINGTON, DC -The
League of Conservation Voters (LCV) today criticized likely Republican
vice presidential nominee Richard Cheney's environmental record and said a
Bush/Cheney ticket would threaten three decades of environmental progress.
"If George W. Bush represents the biggest threat to the environment
in the 2000 presidential election, then Dick Cheney is clearly the second
biggest threat," said LCV President Deb Callahan. "A Bush/Cheney
ticket means double trouble for the environment. With a 13 percent
lifetime LCV environmental voting score, it is apparent that Cheney's
priorities do not include protecting the nation's air, water and natural
resources."
Cheney was elected U.S. Representative from Wyoming in November 1978 and
served until March 1989 when he became Secretary of Defense for the Bush
administration. While in Congress, Cheney voted to postpone economic
sanctions for areas that did not meet Clean Air Act requirements and to
reduce funding for the Interior Department. He also voted against a
permanent ban on oil and gas drilling in wilderness areas, and against
requiring polluters to report any significant emissions of hazardous
chemicals. In February 1987, Cheney co-sponsored a measure to allow oil
drilling in Alaska's Arctic National Wildlife Refuge.

N.
Y. Times Editorial: An
Everglades action plan
Congress owes the Everglades restitution. More than 50 years ago,
after back-to-back hurricanes that put much of South Florida under water,
Congress ordered the Army Corps to drain a half-million acres south of
Lake Okeechobee with a web of levees, canals and pumping stations. The
result was to keep Florida's booming east coast free from floods and safe
for development, and to create conditions under which the sugar cane
industry could flourish. But it robbed the Everglades and Florida Bay of
their traditional sources of fresh water, and nearly killed both

Senate Now Reviews
Everglades Bill
It's a historic moment for the Everglades.
After being approved by a Senate committee, the full Senate is now poised
to vote on a bill which would give $7.8 billion to restore the Everglades,
and activists know that now is a crucial time. "The clock is
ticking for the Everglades," said Michael Bauer, Director, Everglades
Project Office. "It's now or never. The American people should let
their Senators know that we're not going to allow this unique wilderness
area to die." On June 26, 2000, the Senate Environment and
Public Works committee approved the bill, which will pay for the first 10
projects of the restoration plan.
