The plaintiff United States, by and through undersigned
counsel, and pursuant to Rule 56 of the Federal Rules of Civil
Procedure, hereby moves this Court for partial summary judgment on
liability. As grounds for this motion, plaintiff sets forth the
accompanying Statement of Undisputed Material Facts and Memorandum
in Support of the Motion of the United States for Partial Summary
Judgment, with attached Declarations and Exhibits, which together
demonstrate that there is no genuine issue of material fact and
that the United States is entitled to judgment as a matter of law.
