Established in 1969,
is the original center within the Institute of Science and Public
Affairs (ISPA) at Florida State
University (FSU). FREAC professionals
conduct research in the general areas of resource management and
environmental analysis, as well as provide advice and technical
assistance to state and local agencies. Public lands research and
analysis, geographic information system development, and graphic
representation of digital databases are current and long-range FREAC
research interests. FREAC also trains university students in these areas

A Recent History of Everglades Regulation and Litigation

To many Florida lawyers, litigation in the Everglades seems as old as
the Everglades itself. Its history can be traced back to the 1800s when
Hamilton Disston and Henry Flagler were draining, dredging, and filling
Florida's land while fighting in the courts with shareholders,
speculators, and state land administrators. The modern history
of litigation in the Everglades is dominated by agricultural interests,
environmental interest groups, the Miccosukee Tribe of Indians, and state
and federal agencies. Along the way, important precedents have been
created, affecting the Everglades as well as Florida administrative and
environmental law in general.

Lake Okeechobee and Western Hillsboro Areas. A federal law enacted
in December calls for a multi-billion dollar effort to restore the Florida
Everglades' natural ecosystem. This report offers advice on restoration
pilot projects that would involve storing excess surface water underground
and pumping it back up for use during droughts.

This site is by a coalition of national environmental groups that launched an $11
million campaign starting on October 6, 1999, to educate the public about global warming.
The campaign includes $8 million for television advertising, the largest ad campaign in
the coalitions history. The TV spots, sponsored by the National Environmental Trust
(NET), the Union of Concerned Scientists (UCS), and Physicians for Social Responsibility,
will
air on more than 200 stations.

Monitoring
From April 15-19, 1999, the closure of a 60-mile stretch of Interstate 75, a main
east-west highway affectionately referred to as Alligator Alley, caused major congestion
on alternate east-west routes. To the north of the Interstate, wildfires in the Everglades
continued to burn acres of sawgrass. A burn scar on the April 22, 1999 AVHRR satellite
image is evidence of the wildfires that have charred the Everglades. The image reveals
that flames have left an area of blackened sawgrass estimated at 24 miles long and 15
miles wide.
Ecological
and Social Dynamics in Simple Models of Ecosystem Management
Simulation models were developed to explore and illustrate dynamics of
socioecological systems. The ecosystem is a lake subject to phosphorus pollution.
Phosphorus flows from agriculture to upland soils, to surface waters, where it cycles
between water and sediments. The ecosystem is multistable, and moves among domains of
attraction depending on the history of pollutant inputs. The alternative states yield
different economic benefits. Agents form expectations about ecosystem dynamics, markets,
and/or the actions of managers, and choose levels of pollutant inputs accordingly. Agents
have heterogeneous beliefs and/or access to information. Their aggregate behavior
determines the total rate of pollutant input. As the ecosystem changes, agents update
their beliefs and expectations about the world they co-create, and modify their actions
accordingly. For a wide range of scenarios, we observe irregular oscillations among
ecosystem states and patterns of agent behavior. These oscillations resemble some features
of the adaptive cycle of panarchy theory.
