The University of Miami's Center for Ecosystem Science & Policy will convene a series of lectures on environmental policy surrounding the presidential debate. Politics of the Environment will bring to campus a distinguished group of current and former federal environmental policy-makers to discuss environmental policy issues from drilling in the Arctic National Wildlife Refuge to protecting the health of our coral reef ecosystems. Guests will speak directly with voters on each candidate's environmental policies, their current record for protecting the environment, and future issues affecting the environment. David J. Hayes is the Global Chair of the Environment, Land & Resources Department at Latham & Watkins, a department comprised of nearly 100 lawyers who work on environmental, energy and resources matters throughout the United States and in the firm’s overseas offices. 

Mr. Hayes is resident in the Latham & Watkins’ Washington, D.C. office, where his practice focuses on counseling, litigation and transactions involving environmental, energy and natural resources matters.  Mr. Hayes has practiced in the field for more than twenty years, combining an extensive background in EPA-related regulatory matters (contaminated sites, chemical regulation, air and water pollution issues) with natural resource-related matters (water rights and allocation, endangered species act implementation, energy project permitting, land conservation projects, and Indian-related matters).

The U.S. Army Corps of Engineers, Jacksonville District, in cooperation with the South Florida Water Management District, is moving forward formulating a plan for the Southern Golden Gate Estates (SGGE) Hydrologic Restoration Project. The Corps has prepared an integrated draft Project Implementation Report and Environmental Impact Statement, which is an in depth explanation of the SGGE project.

Think you know South Florida and all its familiar trappings? Check out these new findings by a group of university researchers out to change the way we look at the region and prepare for its future: Vero Beach is now as much a part of South Florida as Fort Lauderdale. So is Key West. Whites haven't been in the majority here since the 1990s, and Hispanics account for one-third of the population. Driving around Miami-Dade County is still the worst in the region, accounting for more than half of all traffic crashes. Those are among the findings in a regional report card of sorts to be released today by the Catanese Center for Urban & Environmental Solutions at Florida Atlantic University. The report is not binding on any local governments, but is meant as a "wake-up call" for leaders to engage in better planning, said James Murley, director of the center. 

Dr. Allan Wallis is an Associate Professor of Public Policy at the Graduate School of Public Affairs, University of Colorado at Denver, where he directs the Ph.D. program as well as the concentration in local government. An active researcher, Dr. Wallis focuses his work on emerging forms of metropolitan regional governance, leadership development, and methods for improving collaboration among nonprofit organizations. He is currently consulting with the FAU Catanese Center for Urban & Environmental Solutions on a metropolitan regionalism project in Florida and Chicago under a grant from the MacArthur Foundation. This work has resulted in the publication "Regional Shift, South Florida in Transition", and was released to the public and media in late April. Free copies will be available for the first 50 guests.

    The Manship School of Mass Communication will induct Juanita Greene, class of 1945, and John Hill, class of 1967, into its Hall of Fame during the annual Banquet and induction ceremony April 28, 2004. Mrs. Greene is an accomplished environmental journalist known for her work with the Miami Herald and her later activism with the Florida Everglades. Mr. Hill has covered Louisiana politics for decades as a reporter for Gannett. They will be honored along with Dr. Bill Ross, a distinguished professor instrumental in the establishment of what was then Journalism as a separate college at LSU.

    The American Ground Water Trust held ASR I on September 10, 2001, in Orlando. This program provided exposure for the whole concept of Aquifer Storage Recovery and was a discussion opportunity for “environmental” and “engineering” perspectives of ASR as a water management strategy. ASR II took place on January 7, 2002 in Orlando and included sessions related to the treatment technology available for recharge water. In 2003, ASR III, also held in Orlando, served to provide a technical and policy update across the spectrum of Florida’s ASR issues. This April 15-16 program in Tampa (ASR IV) is taking a different format. The Trust has teamed up with the Florida Department of Environmental Protection (Florida Geological Survey/ Hydrogeology Program) and the Hydrogeology Consortium. The two-day ASR IV program will review the status of current ASR science and technology on day one, and then relate the science to policy and management issues on day two. We hope attendees will be there for both days, but recognizing time and budget constraints, the organizers have framed each day as “stand-alone” to facilitate one day participation.

    University of Florida holding 3rd Annual Restoration Update Forum
    Highlighting the Comprehensive Everglades Restoration Plan (CERP)

    On December 18th and 19th the University of Florida, South Florida Water Management District, the US Army Corps of Engineers and the Florida Earth Foundation will offer the public its Restoration Update Forum, one of five modules in the Florida Earth Project Series.

    Held at the newly built facilities of the Grassy Waters Preserve on North Lake Boulevard, West Palm Beach, Thursday’s sessions will bring participants up to date on the science of restoration and the basis for the Comprehensive Everglades Restoration Plan (CERP).

    On Friday, the course will go into the details of CERP, with sessions on what has been done in 2002 and what are the goals for 2003. Participants will study the South Florida region’s efforts in restoring a national treasure, the Florida Everglades.

    A $100 registration fee covers textbook, materials, and lunches for both days.

    Conference Theme and Program

    The theme of ERF 2003 is the convergence of ocean forces, influences of the land, and human activities and cultures. We consider that our Estuaries are on the Edge: the edge of the continental shelf, the edge of the Pacific Rim, and the edge of degradation. These themes and more will be explored throughout the conference.

    The scientific program will feature key estuarine themes such as nutrient cycling, fisheries habitat, non-indigenous species and ecology and management of submerged aquatic vegetation. In addition the attributes and influences on Pacific Rim estuaries, and the powerful influence of coastal and open ocean forces on North American west coast estuaries, will provide the unique flavor of the conference. Native American art and culture will help to set the stage for oral presentations and posters that include unique sessions such as River–Estuary Interactions, Estuarine–Coastal Ocean Exchange and Ecological and Social Values of Estuarine Habitats.

    Excerpt from Summary:

    The State/Federal Consent Decree established interim and long-term levels for phosphorus concentrations at 14 monitoring sites in Arthur R. Marshall Loxahatchee National Wildlife Refuge. Interim levels became
    effective in February 1999. The more stringent long-term levels will become effective in December 2006. The interim levels were designed to provide water quality equivalent to that observed in the 1978-1979 base period
    for Outstanding Florida Waters. Despite reductions in phosphorus loads and exceedance frequencies subsequent to full-scale operation of STA-1W (July 2000) and STA-2 (July 2001), interim levels have been exceeded one or more times in each of the four years since they went into effect. There has been no “substantial evidence that the exceedances were due to error or extraordinary natural phenomena”. These are the criteria specified in the Consent Decree for scientific interpretation of exceedances by the Technical Oversight Committee (TOC).

    Ed Weeks' NRP Lecture is scheduled for May 14 at 10 a.m. in the CWRS conference room (Federal Reserve Bank).

    The Survey currently has several projects that investigate the use of artificial recharge to manage ground-water resources and the use of brackish or saline aquifers for storage and recovery of fresh water. During the 1960s-1980s, the USGS conducted many similar studies investigating aquifer storage of imported water or treated sewage effluent supplied by major engineering projects in several states. These studies indicated that artificial recharge of fresh-water aquifers can be successful when sediment is removed and microbial treatment is practiced. Read more...

    On Sunday, December 15, the committee will spend the entire day on a tour of Lake Okeechobee (beginning with introductory remarks at the Radisson Suite Inn).
      On Monday, December 16, the committee will be in a closed working session all day.  On Tuesday, December 17, the committee will meet in open session at the Radisson Suite Inn).     Captain Oshaneh Miller from the Seminole Tribe, 2 pm.
    Native American storytelling and song will be featured from 2 to 3 p.m. Saturday at the Bonita Springs Public Library on Pine Avenue and West Terry Street.
    The program will be presented by Capt. Oshaneh Miller, a Native American, and is a dramatic presentation that re-creates the sensory experience of an Everglades campfire scene, through the use of recorded sounds of the Big Cypress, full Seminole costume, special lighting, an electric campfire, campfire scenes and artifacts.     Case Studies of Reclamation Processes and Design
    An international and interdisciplinary conference to introduce, review,  and critically examine design options and planning procedures for remediating and restoring degraded environments
    Planners, designers, scientists and engineers spend a significant amount of their professional practice and research activities addressing the legacy of degraded land and water bodies resulting from twentieth century industrialization and expansion in the built environment. This conference will act as a bridge between practice and research, international and local planning and design procedures, and will identify and discuss productive areas of emerging creative design knowledge and progressive technical applications.
